The 2013–2040 Metropolitan Transportation Plan serves as the comprehensive transportation-planning document for the Strafford Metropolitan Planning Organization (SMPO) region. The region, located in southeastern New Hampshire, covers eighteen communities within Rockingham, Strafford, and Carroll Counties. Transportation planning in metropolitan areas is intended to be a collaborative process, led by the SMPO, to include stakeholders in the regional transportation system. Involvement from the public and businesses, community groups, and environmental organizations is a key component to the planning process. The goal of the SMPO's 2013-2040 Metropolitan Transportation Plan is to review existing regional transportation infrastructure, goals, and strategies to determine where the region will be in the year 2040.
